The first results of the social mobilization program for the construction of the municipal environmental education policy in Northern Espírito Santo are presented. Four categories were analyzed, as follows: (1) the strategies for developing the program. (2) The involvement of public authorities: (3) The involvement of society in general. (4) The conceptual aspects conveyed by the actors during the process. So far only in the municipality of Linhares, the municipal environmental education policy law has been implemented. However, unlike São Mateus, in Linhares the agility of the program was due to the option of municipal managers to reduce the mobilization program to a brief process of communication and public call for the municipal conference, disconnected from a broader program of debate. and training. In São Mateus, the low involvement of public managers and the identification of social movements with a critical conception of the environment was highlighted. In Conceição da Barra the actions are still incipient, but they already have a local mobilization commission. In all the municipalities, it is worth mentioning the lack of knowledge of several teachers and social representatives regarding the interdisciplinary and transversal character of the theme of the environment and the conceptions of environmental education.
