The Environmental education in graduate courses to qualify popular participation as an instrument of legitimacy of the environmental licensing procedure

In Brazil, the public hearing is an instrument of popular popular participation in the Environmental Impact Assessment process. In it, the public discusses information that the public administration will use to subsidize the analysis and final opinion on the proposed undertaking, for the purposes of environmental licensing. This situation generates a demand to qualify this participation, two Lato Sensu postgraduate courses from the University of Passo Fundo (Brazil), in two editions (2011 and 2013) carried out a joint activity of simulation of public audience in order to qualify this participation, highlighting the interdisciplinarity of the theme. The activities took place under the real guidance of the State Prosecutor's Office of the Prosecutor. The evaluation was carried out by a group of teachers from the courses. The main result achieved was the qualification of graduate students as to popular participation in public hearings in the environmental area, in addition to the experience acquired with regard to the activities of the Public Ministry.
