Abstract

In the course of the modern period and with greater incidence in the contemporary period, in the sequence of the liberal and republican revolutions and in the picture of the current democratic diets, the municipalities constituted and constitute an instance of representation and development. They are formed by population, territory, administrative power and economic capacity-financial. They comport power of decision. In the field of the education, are entities with legitimacy put-educational, on purpose in question of habits, citizenship, query and decision, school offer. They are constitutive of the collective memory and of social and individual identity.
